falkner. >> hello and welcome to a special live sunday prime time edition of "the five", i'm dana perino and this is a fox news alert. you are looking live at the white house and capitol hill as the clock ticks down toward 2013. there are just 28 hours before the nation goes over the so-called fiscal cliff. fox chief white house correspondent ed henry has been at the white house, covering it all day. ed, where do things stand? >> good to see you, dana, you've been through the budget battles. the bottom line, there's not a lot of progress, so the white house is here and waiting and looking at what kind of last minute negotiations were going on, on capitol hill behind closed doors, but the senate majority leader harry reid a short time ago going home and basically saying that he will be back in the senate until tomorrow at 11 a.m., suggests that we're edging closer and closer to that cliff, but what the president did today. as he did something rare, he went on the sunday talk show for the first time in three years, went on nbc's meet the press and the last time he did one of the shows was

. senior congressional correspondent dana bash joins us now from capitol hill. jessica yellen on the north lawn tonight. dana, i'll start with you. you listened to big talk on the intro. today was finger pointing and political chicken, but both sides will be talking to each other tomorrow instead of at each other. what is the latest on that? >> that's right, they're going to all be going to the white house. when i say all, i mean the top four congressional leaders, democrats and republicans, to sit down with the president. i'm told by a senior democratic source here in the senate that the expectation is if they can't figure out a path forward over the next three days in this meeting tomorrow, a way to actually pass something to avert the fiscal cliff, then it is very likely, almost definite, that we will go over the cliff. i have to tell you that sources in both parties think that's the likelihood at this point anyway, but this meeting tomorrow is absolutely going to be crucial. and what the senate republican leader mitch mcconnell who you just heard from there, what he's saying he hopes t

hopefully to come up with some kind of deal. dana bash is flling this on capitol hill. i imagine we're all working over the holidays and i fess we're going to be working as long as they are working. hopefully they're going to get something done. we heard from house speaker john boehner earlier today. where is this? clearly it looks like now it's in the senate's hands. >> that's right. it is absolutely in the senate's handings, has been effectively since the house speaker failed to pass his so-called plan b proposal last week. and so what is going on behind the scenes right now, suzanne, is the senate democratic leader is trying to figure out if he can cobable together enough votes, which would mean he would have to have probably significant crossover to get some votes to at least pass the bear bare minimum to ahouseholds with incomes of less than $200,000. >> the speaker has just a few days left to change his mind but i have to be very honest, mr. president. i don't know time-wise how it can happen now. >> so there's a time issue because we're only five days away, but most importantly ther

in our congressional correspondent dana bash. dana, i was just sitting here imagining someone turning on their tv thinking, what a these people talking about? and i think i would sort of boil it down to this. when they are talking on the floor, that's never a good sign. they should be talking in a back room. they have gotten nowhere. we are where we are and nobody has agreed on to come up with something. >> reporter: that is right, candy. this is the kind of stuff that we watch and people who watch c-span watch but people who are really tuning in to find out what matters to them, which is are their taxes going to go up in five days got a pretty good idea of why they are so deadlocked. blue slip, which is a question of process, tax bills, can can they start in the house or the senate, and as you said, talking about the history of where things went wrong. but that's not what people want to know. people want to know what's going to happen going forward and they really got their answer, which is, it is tied up in knots. what has been talked about behind the scenes -- and the president act

they are will are have to vote on. a lot of digging tonight for dcc's dana bash. >> how likely are we to see a vote and time to avoid going over the cliff? >> it is in part the reason why housep republicans didn't make a decision to bring the house back. at this point what they are trying to figure out is whether or not they can find enough republican ares to cross party lines for what the president proposed before he went to who why. focusing on what he campaigned on. it is a big ask to get ten sep at republicans to ask them to cross over. >> so what more do we know then. it is still being crafted and that is the dance that is being down. what do democrats have to put into this. is there anything that they can do? voting for the president's plan would ace taxes. perhaps democrats think if they can add the extension of the state tax cut. that is part of the negotiation that is going to go on between the scenes. >> the reason is because they know the reality is, and we have seen it time and time again. congress acts when they are up against the deadline. we are close to it. but it won't be until the

to capitol hill now and our senior congressional correspondent dana bash. how do we expect to see things unfold over the next couple hours. we have a little over 30 minutes before they convene? >> that's right. we are told not to expect any big break throughs to be announced when they come in. but they are coming in at 1:00. i'm told by an aide to senator mitch mcconnell, the republican leader, we expect -- we should expect to hear from him. just to sort of give people a sense of the fact that they are still talking. again, don't expect him to show his cards because they are definitely still being held close to the vest because these talks are still continuing one floor below me where i am now. >> this morning, dana, both at 9:00 and now, so far, at noon, i've heard a lot of optimism from democrats and republicans. it's hard to tell often when a politician is about to get nailed for not doing something how much of this is wishful thinking and how much of it is actual. what are you picking up up there. >> i checked before coming on with you republican and democratic sources, they are sayi

, if any, they will have to vote on. a lot of moving pieces and a lot of digging for cnn's dana bash. i understand there were no decisions out of the call. do we have any sense what fellow republicans are telling speaker boehner? how likely are we going to see a vote before going over the cliff? >> it's up in the air. i'm told it is in part why house republicans didn't make a decision whether to bring the house back or when to do it. the ball is really in the senate's court, specifically with senate democrats. that changed big time since a couple of weeks ago. at this point what senate democrats are trying to figure out is whether or not they can find enough republicans to cross party lines for what the president proposed right before he left for hawaii which is a scale back, focusing on tax cuts and saying what he campaigned on during the entire campaign which is only keeping tax cuts in place for those under $250,000. it is a big ask to try to get -- by our calculation ten senate republicans to cross over. they think with the deadline they are up against it will be hard to go home and

of tax hikes and spending cuts due to start just five days from now. dana bash is in washington. great to see you. within the past hour, senate majority leader harry reid spoke on the floor. he really gave it to john boehner. he got pretty personal. >> he did. he really laid the blame at boehner's lap. talked about the fact that he was surprised that the house isn't even in session, which is true, but let's get real. the senate came back into session this morning. most importantly, he was very, very pessimistic about getting anything done before we reach that fiscal cliff. listen to what he said. >> the speaker just has a few d days left to change his mind, but i have to be very honest, mr. president. i don't know time wise how it can happen now. >> let me kind of lay out the state of play. i'll try to keep it out as much as possible. this is something everybody is focused on. the ball is in the senate's court right now. so what senator reid, who you saw earlier, and the president, what they are trying to figure out is whether or not they can craft what the president called a scaled-ba

of digging tonight for cnn's dana bash. i know we don't have any decisions out of the call but do question have a sense what republicans are telling speaker boehner? how likely are we to see a vote in time to avoid going of the cliff? >> it is in part the reason why house republicans didn't make a decision to bring the house back or when to do it. the ball is in the senate's courts especially with senate democrats. that has changed big time since a few weeks ago. at this point what they are trying to figure out is whether or not they can find enough republicans to cross party lines for what the president proposed right before he left for hawaii which is a scaled-back bill focusing on tax cuts and on what he campaigned on which is only keeping the cuts in place for those making over $250,000. is it a big ask to get ten senate republicans to get them to cross over. >> so what more do we know then. it is still being crafted and that is part of the dance that's being done in these next few days which is exactly what do democrats have to put into this in order to lure those republicans if anyth
